The content this word demands in social systems and state format has now become excessively expanded For this reason its definition has diversified to the extent that the original meaning has diluted and we are now seeing a sort of confusion about its actual definition Originally&sbquo fukushi was synonymous with "the well-being of all members of society." Fuku indicates the appearance of a deity with an urn full of food or treasure in the Orient&sbquo and shi means the footprints of the deity. The word fukushi was born of a story in which the deity (which can also be transformed to suggest a symbol for policy-makers) leaves a wealth of food and treasure that is the source of happiness at the door front Today's original meaning of fukushi = welfare is also extremely close to this The original medieval English word welfare is composed of wel (meaning good&sbquo travel) and fare (food supply) The philanthropic ideal of "wealth of thy neighbor" was ntained in this meaning Its modern definition was established in 1939 during World War ll and originates from the contrasting conceptual terms 'a peaceful&sbquo democratic welfare nation" as opposed to an autocratic state After the collapse of the East-West rivalry in the early 1990s&sbquo welfare policy was considered and vindicated worldwide as an institutional protective theory&sbquo but in actuality it should be seen as a policy that is shunned by the political leaders of advanced nations This has led&sbquo as a substitute&sbquo to the surfacing of the essence of design such as universal design and ecological design Therefore&sbquo the idealism that aspires to achieve well-being of the whole world cannot merely be described in terms of welfare polices&sbquo welfare volunteering and welfare projects What the design world should aim for is confirmation of a global assessment of the 'welfare index&sbquo' which is one of the social indexes&sbquo or proposals of design strategies for establishing the index and disclosing its information.
